Quick Poll - Kuhkaff Settler Instructions

We will complete construction of a settler in Kuhkaff in two turns and it doesn't have an approved destination as of yet. Where shall we send him to construct the next great Fanatikan city:

Sites 'B', 'D', 'K' & 'R' are invalid as they are located adjacent to foreign cities. Sites 'E' & 'F' are being settled by other settlers during the upcoming chat (hopefully).

This poll will remain open until the next turn chat (scheduled for 2100 GMT, Wednesday, 4 December 2002).

I believe we should be aiming to build this city on site A. This would allow us to snag that iron tile if we go all out for culture, and hopefully allow us to grab Riga in peace negotiations should we end up at war with those pesky Ruskies. And of course those gems would be nice, too

If we place it in A, we can try to culture switch both the russian city (easy) and try to do it to the Bab. city too (very hard).

Quite honestly, I was torn between sites 'A' and 'C'. The benefits of 'A' are obvious and barring other considerations would outweigh site 'C' hands down.

However, I am extremely concerned that building a city at site 'A' (essentially behind enemy lines) would expose that city too much to the risk of flipping, and at this point, I'd rather have a less than stellar city than risk a brand new city to culture flipping.

I am in favor of establishing a city at site 'A' as soon as possible, but I feel that we should advance our borders in that area somewhat before attempting to do so.
