It's hard to tell since I don't know what the base damage is supposed to be, but I think no. It seems like hitting a ship in the center of the blast radius usually does 300+ damage at the beginning of the game and later on when shields are improved. I've had cannons that have 300+ base damage but are reduced to 30 damage by shields. Never seen that kind of drop with torpedoes.
