With the discovery of miniaturization, it might be time to start utilizing those wonderful offshore platforms. Eventually all our cities should have one, but for now we could settle for those where the platforms make the biggest difference. In Phobos, THDP comes to mind since it is working lots of ocean squares and will add one more every time it grows. Kevholm and Becka-Becka desperately needs platforms too, since they are located on small islands with almost nothing but ocean within their radius. Add offshore platforms here and those cities will be useful. Without platforms, they are stuck with a maxium net production of 3 and 2 shields repsectively. If platforms are to be built here they will have to be rushed and I seriously suggest we do so. After having rushed those platforms in Kevholm and Becka-Becka, we might want to build aqueducts there.
The only other city to consider is Athenae. It is building its last freight and could use a sewer system for further growth followed by a colloseum to prevent unrest.
