Spain: Charles V: The Reconquista: Your religion spreads instantly to a city when you capture it. -25% cost of Inquisitors.
UU: Galleon (caravel): produces 1 gold when inside a city states borders. Does not anger city states through this action
Germany: Frederick the Great: Model Army: All military units start out with +15 xp (so w/ barracks, +30, with all possible buildings and not autocracy, +75)
UU: Grenadiers (Musketman replacement) +2 combat strength, +10% against cities
UU: Hussar: replaces Cavalry, +1 movement, +1 combat strength
France: Louis XIV: Glory of the Sun King: Empire gains +4 happiness when in a golden age, and military units gain +1 strength in golden age.
UU: Horse Artillery (cannon replacement) +1 movement per turn
UB: Ballet Theatre: replaces opera house. +1 specialist slot.
USA: Franklin D. Roosevelt: New Deal: unhappiness penalties start 5 points lower (-5 unhappiness for lower growth, -15 for reduced strength, -30 (I think) for revolting units)
UU: US Marines (Replaces rifleman): start with defensive embarkation, Amphibious promotion, and +1 strength attacking from ocean.
UU: Rangers (paratroopers): can attack after landing.
Russia: Peter the Great: Reforms: empire gains techs 25% faster when they have been researched by another country
UU: Streltsy: (replaces musketmen): promotion giving ½ upkeep cost, +20% strength in friendly lands.
UI: Outpost: can be built outside of your borders, provides resource to empire.
Rome: Hadrian: All Roads Lead to Rome: Roads (and rail) increase tile yield by +1 gold, food, and production
UB: Forum (market): +2 happiness
UU: Equites (horseman): +30% on attack.
England: William the Conqueror: Invading armies: receives one unit outside captured enemy city (best available). Units inside your borders pay half maintenance cost.

Victoria: Merchant Marine: all sea resources gain + 2 gold, all coastal cities grow 20% faster.
UU: Norman Knights (replaces knight): starts with blitz (Too powerful?)

UB: Viceroy (courthouse): adds +10% gold
India: Akbar: Tolerance: revolt length decreased by 25%. Courthouses have -2 maintenance.
UU: Sepoys (replaces musketman): +3 combat strength, +10% cost to build.
UU: Bargir Cavalry (lancers): no terrain penalty inside borders
Songhai: Sonni Ali: Trade Empire: 1/2 maintenance of roads, +25% from trade routes
UU: Sofa Archers (replaces crossbowman): reduces enemy movement by one per shot
UB: Madrasa(replaces university): +2 culture over university, as well as a specialist slot for both scientists and artists.
Denmark: Eric the Red: Arctic Survival: +1 food from tundra and Snow tiles. Can improve tundra tiles with farm.
UU: Longboat (replaces trireme): can travel 5 ocean tiles away from coast tiles.
UU: Huscarl: (replaces pikeman): loses bonus against cavalry, but gains triple money from pillaging and destroying barbarian camps.
Egypt: Muhammad Ali: Slave army: allied city-states let you use their military units (like in 1066 scenario). Has new capital (Cairo)
UU: Mameluks (Knights): ½ build cost, + 1 strength.
UU: phalanx (spearmen): +25% strength when flanking
Ottomans: Mehmet II: City of the Worlds desire: +10% strength against cities, +25% against Capitals.
UU: Turkish Bombard (replaces cannon): +3 strength over normal cannons, setup ends movement (maximum of 2 points removed, while minimum of 1, if already moved in the same turn)
UB: Turkish bath (aqueduct): in addition to +40% food carried over, provides 2 happiness and 2 gold.
Greece: Agamemnon: Colonizers: -33% increase in policy cost from each city.
Bireme (trireme): -50% build cost, -3 strength.
