i reached the 100,000 level in 2015, why didn't record a victory?

You need to have at least twice the culture of your strongest competitor. A nation with say 60000 culture means that the threshold for victory increases to 120000.

Also depends on the map size. On Huge and Large maps you need 120,000. (On Small and Tiny 80,000.)
