Thus, "Anatolia" like, we very obviously aren't getting "Lydia" as a civ. But maybe just calling it "Turkey/Anatolia" could swing it

And yes Ashurbanipal is probably more notable. But Tiglath Pileser is funnier to say. Also I wanted a "mass deportation" mechanic, not a "burn their f*ing cities to the ground!" mechanic.

Lydia would probably be a city-state. Anatolia is, at best, a geographical term.

Unique Unit: Hut: Replaces the Courser and requires half as many horses. Has both ranged and melee attack.

Unique Improvement: Balbal: +1 Culture and +1 Faith, additional +1 Culture if adjacent to Encampment, additional +1 Faith if adjacent to Holy Site.

Leader: Qizil Arslan (Court of the Red Lion): Receive a boost to all Great Person points upon capturing a city, more so upon capturing a capital.

Unique Unit: Ashik: Civilian unit that acts as a minor Great Musician. Expending an Ashik grants Great Musician points. Expending an Ashik adjacent to your city increases its loyalty, while expending it near a foreign city grants cultural influence. Can also be purchased with Faith.

Unique Building: Turba: Holy Site building which provides Faith and Culture.
 
Civilization: Qoyunlu Empire (Turkoman Confederations): Cities originally founded by Qoyunlu cannot build Theatre Squares, but have +25% boost to production of military units and mounted units start with a free promotion.

Leader 1: Uzun Hasan (From Beg to Sultan):
Cities not originally founded by Uzun Hasan have an additional district slot, upto two if the city has an established Governor (a district is disabled if the Governor is removed).

Leader 2: Jahan Shah (Poet Sultan):
Cities not originally founded by Jahan Shah have +25% boost to Great Person points, and 50% production cost for Theatre Square, Holy Site and Diplomatic Quarter districts in these cities.

Unique Unit: Nöker:
Replaces the Courser. Costs half production in cities with an established Governor. Has both ranged and melee attack.

Unique Improvement: Ārāmgāh:
+2 Culture, +1 Faith, and increases Appeal on each neighbouring tile by 1.
 
Civilization: Mossi Empire (Riders of the Savannah): Mounted units heal twice as fast on flat Grassland and Plains, and have combat bonus when attacking for every adjacent friendly Mounted unit.
Leader: Yennenga (Mother of the Mossi): Gain Great General points upon settling a city or when a foreign city flips over to you or when you capture a foreign city for the first time.
Unique Unit 1: Kabodse: Replaces the Knight. Has +2 movement when starting turn in Mossi territory, and gains XP twice as fast when fighting in enemy territory. Movement points replenish upon capturing a civilian unit or pillaging an improvement (can only happen once per turn).
Unique Unit 2: Tengsoba: Unique Religious Unit that boosts Loyalty and provides Faith upon use of ability. Ability can only be used on Holy Sites.

Leader: Lat Jor (Damel of Kayor): Receive a burst of Great General points upon expending a Great Prophet. Can use Faith to purchase units in cities with a Holy Site.
Unique Unit 1: Gewel: Unique Religious Unit that can only be purchased with Faith. Spreads religion, and grants Great Musician points upon being expended.
Unique Unit 2: Tyeddo: Replaces the Man-at-Arms. Fights at full strength even when damaged.
 
Civilization: Kaabu Empire (Sahelian Warlords): Triple gold from eliminating Barbarian Outposts. +1 Trade Route for every city not originally founded by Kaabu. Plundering a Trade Route grants a free Builder.
Leader: Sama Koli (Mandinka Expansion): +40% combat strength against city-states.
Unique Unit: Nyancho: Replaces the Knight. Fights at full strength even when damaged. Acts as a Great General for adjacent units (but not other Nyancho).
Unique Building: Tamba Didi Shrine: Replaces the Shrine. Provides its default effects but also +2 Food, and every adjacent unit heals twice as fast.

Leader 1: Nyatsimba Mutota (Glory of Mutapa): Building Improvements in the capital provides Era points. Production towards Wonders in the capital increased for every domestic trade route to the capital.
Leader 2: Dombo (Might of the Rozvi): Great Generals provide +2 movement and +8 combat strength as their default bonus. Units gain XP from pillaging and capturing civilian units.
Unique Improvement: Zimbabwe: +2 Culture, +1 Faith, +2 Housing.

The Shona design is amazing! I hope they appear in Civ VII.

Leader: Rengua (Massacre at Lyamungo): Killing an enemy unit grants a fraction of total XP earned to all other units, as well as granting a burst of production towards military units in all cities.
Unique Unit: Masumba: Replaces the Spearman. +3 combat strength when attacking, +6 combat strength on first round of fortification, and +10 combat strength on second round of fortification.
Unique Improvement: Kihamba: Replaces the Farm. Grants additional +1 Food and +1 Faith. Has a chance of spawning a Luxury food Resource.

If you look up Rengua and the massacre at Lyamungo it's impossible not to gravitate towards such an ability
Yes, there are many civ's who participated in, and instigated horrible massacres and slaughters, and celebrated such butcheries. My opposition is giving mechanical rewards for it - and arbitrarily to certain ones.

Unique District: Chien Chün Ssu: Replaces the Encampment. +25% production towards Military Units, upto +50% with an established Governor.
