Not in a fort they won't. The perfect hiding place for any privateer.

city works just as fine..
Although, killing forts by air bombardment (or spies): cool. (best way to kill nukes deep in their territory and unreachable by other means)

Weird, what makes you 'pretty' sure?

Someone else posted that on the forums and I've never observed getting double points inside borders but then again I've never paid attention to it too much.

It's not very subtle if you keep all your privateers in your own cities.

The AI could care less where you station your privateers, though they might set some troops nearby.
