Because each civilization needs its flag, I think that for modders could be nice to have some good sources. Some of the best are:

• Flagspot: the greatest vexillology site
• Heraldique europeene: if you want Coat of Arms for Europe (medieval-modern) this is the right site. Note: french site.
• Vexilla mundi
