happy faces stuck halfway

so i have 80 lux which should be enough to convert my entire pop happy or at least remove all the red faces. but it doesnt seem to want to do that. is there any particular reason for it?

Each city can only take advantage of 2x its population in luxuries. Any more than that have no effect. It's just a game mechanic.

As applied to your example:

Phase 0​

you have 12 Unhappy in 15-size city.
...UUUUUUUUUUUU

Normalization after phase 0​

No effect

Phase 1​

H = Lux / 2 = 86 / 2 = 43
So at this point indeed there are 43 Happy.
HHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHHUUUUUUUUUUUU
But...

Normalization after phase 1​

Step 1
H is clamped to the city size. H now equals 15:
H = clamp(H, 0, S) = clamp(43, 0, 15) = 15
HHHHHHHHHHHHHHHUUUUUUUUUUUU
Step 2
No effect
Step 3
Here H and U are mutually reduced until H+U fits in the available city space (size minus specialists; in your case there are no specialist). Total 6 H and 6 U are deleted.

And that is what you see on the second row:

Looks like your city ht the point where you need a Colosseum. Another Happiness wonder couldn't hurt, if you get the chance..

Shakespear's Theatre is the best, if you can snag it, but only one city benefits from that one in a given game. :king:
