hostile city states in the early game have a higher decay rate than neutral/irrational/friendly city states.

on turn 330 in a marathon with patronage friendly city states lose 0.5 influence per turn, hostile 0.75
on turn 1100 friendly city states lose 1.0 influence per turn, hostile still 0.75
