The worst thing about 2 of your allied CS warring each other is they pillage those resources also. And guess who will lose the happiness lux, coal, aluminium etc...

So pick one, gift them a couple of strong units, and then get the benefits of two city states for the cost of one. Makes you a stronger civ.

if two of your CS are locked in eternal war , I found only two solutions :

Have an AI ally one of them , declare war then make peace to this AI.

Or
Declare war and then make peace to one CS but you lose this CS for quite a while.

or gift units to one city state, and watch it capture the other city state, and then you get the resources of both city states as long as your an ally of the winning city state.
