Actually the Indians does always have a resource in their first city (given that you found your city where your initial settler starts out at 4000BC). The rest of the cities are up to you to decide if they are placed near a resource or not.

So there is "always" a resource for Indians first placement? Meaning the special resources like Oak, or Fish, or whatever? If that's the case than that is even better, I haven't played the Indians enough times to notice I guess.
