Inquisitors

I did some searching in the forum and couldn't figure out what I'm doing wrong. I have a state religion, I have the Intolerant civic active, I have the Holy War tech, but I can't build Inquisitors. I have other religions in some of my cities, and I want to purge them. What else do I need to do? I can't even create Inquisitors in the city that has the holy city.

Please tell me it isn't because my state religion is Buddhist.

Check the bug options, do you have inquisitors enabled.

I don't see it in the Bug Options. How do you pull up the options for the current game? I knew it, but I've forgotten.

There is an start option: No Inquisitions. You can check it under F8 (I guess) where it shows all game options.
