Not just in black or grey unviewed tiles, but anywhere at any time.
I ask because.. well.. isnt it boring to just have one warrior in your non frontier cities forever?
Also is it possible to set things so that a city cannot grow more in population than the number of military units stationed within it? Or perhaps modify city maintenance costs relative to the number of units fortified on that tile, so that large cities with only few defenders would be absurdly expensive due to the lack of judge dredd effect.
