How do you defeat Mobster Cars stationed in a city?

Same as other criminals. Investigate and arrest with an arrest combat specialist. It's tough at first and their ability to get out fast and far doesn't help the situation.

Arrest is only available to law enforcement units and only when the criminal is in the same city as the arresting officer (it also doesn't give odds for the battle.) The criminal unit must be investigated and thus be carrying the 'wanted' promotion to show that they are capable of being proven to have broken the law. Can't arrest mobsters without having probable cause and they were rather good at covering their legal tracks and buying off the right political forces, including in the police ranks. They're tough to take down for a reason - even hard to 'see' due to their red tape invisibilities (which doesn't mean the cops don't KNOW they are there - just means they know they can't prove the criminal activities at all yet.) This was a tough era for law enforcement, thus the Chicago land collapse in control over crime that was faced at the time.

Tip: use these cars to fill them up with thugs to go flooding other rival cities with criminals.
