Modify save file

Hi, I'm playing Civ 4 bts in multiplayer with a friend through hamachi.
We've got problems in our game because we didn't switched off vassals.
But we can't modify the save file through the solo editor.

Is there anything to do whether to switch off vassaility or be able to modify the saved game in solo editor ?
