More units?

I've noticed that, in some scenarios, there are at least double the usual number of units, with their own stats and graphics. Can I ask how this works, and how I can double the units in my scenario without breaking anything?
 
It's one of the features of the Test of Time Patch Project.

Someone else will have to explain how to use it. The only part of TOTPP that I have more than a passing knowledge of is Lua.

As Prof. Garfield indicated, the extra unit capability is a feature of the TOTPP project by TheNamelessOne. To be able to use the project you must have a copy of Test of Time (it will not work with any other version of Civilization).

Item #62 in the guide explains how to increase the unit limit to 127 units.
 
Hm... does Lua also have the ability to create a game with more than 7 players?
 
7 players is hardcoded in the game engine and cannot be extended even with lua.

Note, you do not need to use lua to use ToTPP. Lua is an additional feature provided by ToTPP (though a very powerful one) to replace the macro language when it comes time to creating your event file.
