Moving a colonist to another settlement

When I do to have a colonist join a settlement, the prop up says that he can leave at at any time, but I can not find how to have the colonist leave a settlement so that he can go to another one. For example, I have a master blacksmith in a settlement that has no ore, so I want to move him to another settlement that does gave ore.
 
To move a colonist out of a colony, double click him and you will get a pop up menu. From the menu, select the "outside" option and he is then available to move wherever you want him.
 
Whenever I want to move a colonist, I just click on him and drag him to the spot designated outside within the colony screen. Then from the resultant popup menu select whether you want him to be a colonist, scout, soldier, dragoon, or missionary. (I usually make mine scouts since they get to their destinations a lot quicker and only need 50 horses to make).

But you must have the muskets and/or horses in your colony before you are allowed to make scouts, soldiers, or dragoons.
