or what ever is the real sentence. Louis (France) declared war on me 3 times in my game so I decided to bully him and ask him for money while i was getting my navy and transports near his Island. I was sure he would declare war on me because because it was written that ''my hands are full'' thing on diplo screen. I waited and waited...he never did and after that he made a permanent alliance with tupa. his hands are not full anymore.

Did he change of idea or is it that its not always 100% sure that someone is preparing for war and will declare when his hands are full ?

Did Louis accept your demands? If he did, you get a 10 turn peace treaty with him, so he might not decide to attack after 10 turns.

no he did not...i got -10 for asking a tribute...lol i wanted him to declare war on me.
