New City Science Penalty vs. Science Buildings?

I have recently been wondering whether going wide is even an option anymore or not in BNW and thought it would help to know about the math of science buildings and whether or not they make up for the 5% new city research cost penalty.

Any input, or direction towards a similar thread with a supposed answer is appreciated .
