it is most certainly not nazi propaganda, infact it is possibly as far away from nazi propaganda as one can get.

the cartoon shows how the "spinless leaders of democracy" were made a fool of by the tyrant Hitler, it shows Hitler progressing on without a care in the world knowing the "spineless leaders" won't do anything to stop him.

The cartoonist is David Low. Very famous British cartoonist both before and after the war. His cartoons made fun of the whole Appeasement policy of Britain and infact in 1937 the German Government asked Britain to have " "discussions with the notorious Low" in an effort to "bring influence to bear on him" to stop his cartoons attacking appeasement. "

History lesson over, I just wanted people to know that political humour doesn't end at the White House
 
Ah, David Low, a particular favourite of mine, occurring in all history books of WWII.
