Hi,
a question concerning the Civics: In the CivWorld Wiki "Price Controls" and "Religious Freedom" both says +1 Happiness, -25% Science!? Whats the difference? In the online help it says +25% Happiness, -25% Science. How do you messure 25% Happiness?
