I really miss the pop up boxes from Civ 2 that announce a change of government. Would it be possible to have them back as a separate pop up?

Also can there be some variation on leader titles? Instead of all leaders running Monarchy civic being called "Monarchs" can the title be civ specific? Russia= Tsar, England = King etc.

That would work. The main thread with "MOST RECENT VERSION" seems obvious.

Depends on which version the files apply to. I remember only one that described the current SVN situation, which would be confusing in the main thread which is about 1.9.

My file is about 1.9. I have a file which describes the current SVN but I haven't uploaded it because I'm changing it with every SVN version.
