Well, in a recent game i just played, the enemy nuked one of my cities and right after my citizens started celebrating we love the emporer day

The smaller a city, the easier it is to keep the pop happy. when they got nuked, they lost half the population, but not any resources or happiness factors (aside from local trade)
that is why they are so happy.
