Sea Transport Is Realistic?

It should be easier to code it than land-based combat AI though. Only three tile types (coastal line, shallow waters, ocean), three unit types (battleships, embarked units, aircraft).

The other thing, aside from the tactics themselves, is to make the AI more aggressive at overseas warfare. I recall playing CiIV with Ragnar in the game. You weren't safe even if he was on another continent. I've had his ships show up at one of my cities and ruin my whole day. On the other hand, I've never been attacked by an AI that was on another land mass. I've been DoW'd but never attacked.
