I think this is doable in Settler difficulty. (Eliminate all civs but Greece, give weakest capital to Greece and then music bomb city that Greece liberated, destroy Greece and win cultural victory)
Not sure which civilization would be best for this though.
Huns most likely though with Poland filling liberty would be faster
With Huns limiting factor is how fast you can finish the liberty tree. Military conquest is much faster than filling the policy tree. Was able to finish liberty once on turn 50 with pantheon that gives culture from pastures) However, it takes some turns for musician to move and perform concert)
I haven't tested Poland yet.
