This is a link from ibiblio in collaboration with the University of North Carolina-Chapel Hill that has the text, "Strategy for Defeat: The Luftwaffe 1939 - 1945" available.

This is one of the main resources I use for OTR and has a number of snapshots of overall Luftwaffe and flak strength as well as other useful charts such as production and rail tonnage. As it covers the entire period of the war, it should prove a useful resource for anyone building a WW2 scenario.
