Tax Collectors

Any city that has at least 5 citizens can have 'specialists'. These specialists can be tax collectors or scientists.
To get a specialist all you have to do is remove a worker from working the cities terrain (which makes the citizen an elvis) and click on them. They will change to a tax collector. click on them again and they are a scientist. click again and they are and elvis again.

Thank you, I completely forgot that I can change them from an entertainer to a scientist or tax collector!
Tax collectors are not the first solution you should turn to when you are hurting for cash. Two other things you should look at first are increasing the number of trade arrows in your major cities and delivering good caravans or freights to high-paying destinations (usually foreign, unless you've got two high-trade cities far apart on different islands). There are several threads on Trade around the forums; read a few and try some of those methods to get more income before you resort to tax collectors.
