I can't give instructions for cities, please remember that besides units we also need courthouses in every city, libraries in most cities, and barracks in all cities that may produce units in the future.

Re: the great scientist poll, the poll didn't say when or where. If "discover tech" had won, the DP could have interpreted that as immediately and acted without the MoS orders, but there was not enough information to infer where a super-scientist or academy should be built. That still wouldn't require the DP to wait if the desired city had no governor's orders, but it turns out to have been the right choice.

For future reference we should have "save for a rainy day" as an option. :lol:
