You get +2
from power if you're using a Coal Plant to produce power. Additionally if you have a Factory it adds +2 to Coal and Oil resources.
The Recycling Plant doesn't negate either of those penalties, since it only negates produced by buildings directly. In example the factory's innate +1 is removed, hence why you don't have at least +1 "from Buildings".

Power itself simply adds unhealthiness unless you're providing to the city with a Nuke plant or Hydro plant/Three Gorges Dam.
Just came to add that these SUPPLANT coal/shale plants, so if you manage to snag Three Gorges you'll actually see a net gain on health for the continent that's not really apparent...it certainly took me a while to figure that out.
