What is Civilization, anyway?

For Firaxis, Civilization means any group of people with a shared identity that are of interest and have perceived traits that can be translated into game mechanics, regardless of size, duration, or significance to Western history.

If that is not Firaxis' definition of requirements for a group to be included in Civilization, it should be.

Well, I wouldn't object if some level of historical significance was a qualifier. Maybe as a rule of thumb there has to be a book about the civ in the nearest middle school library? Encyclopedia not counting.
