When was the source code for Civ V released?

I read that what makes Vox Populi such a fantastic mod is that modders have access to Civ V's source code, which allows them to make changes to the core AI. Big, profound changes.

BNW came out July 2013. Around when was the source code to Civ V made publically available? I read that Vox Populi came out in 2014.

to play. the sea play is dumb. ive experienced this is true.
i forgot people dont give support to mods.
