Where is 022??

I can't find 022 on filefront!?!

Must have been deleted by filefront. But you do not need it, 0.22c is a stand alone install.
Well, it needs Civ4, BtS, FfH 0.40 and FfH 0.40 patch z, but apart from that it is stand-alone
