Why on Earth was Napoleon treated to leniently?

Essentially everybody except Leopold himself was interested in compensatory annexations, though. :p

FW was interested in annexing pretty much everything that wasn't nailed down though. I'm pretty sure he'd have tried to annex Mongolia if he thought he could get away with it.

I think Pitt was just interested in annexing anything he thought had wealth, wasn't he? Frederick William III seemed interested in annexing everything, period. Of course, maybe I'm using my hindsight wrong.
