Why won't my Writers/Artists spawn?

I have no clue, 400 points past the 1200 mark, I emptied Rome of other units, no luck.

Playing King-Marathon-Scrambled Map, 15 Civs, 24 Minors.

I have basic mods enabled, info addict, copper=mint, Gibraltar/Krakatoa, jungle=forest.

The only other wierd thing going on is when the AI contacts me, I am not able to change any deals he offers until it is my turn.

It looks like you've had prior spawns. I think this is happening now because the game has run out of Great Works to dish out, though I can't be sure because I always play on Standard and never have that problem so I'm just going off of memory here.

Well even if great works have run it should still spawn the GP because they have their own alternate ability.

He's using a mod.

More than one - the music button at top right and the happiness/unhappiness tally on the left. Many mods got broken by the fall patch/hotfix, but can't figure anything out without a save file.

Playing Rome, it's all by itself 2300 years away from all except 1 minor civ.
