The idea is that you put "sentries" on hills out beyond your borders. This keeps barbarians from spawning. (They only spawn in "dark" areas.) Also, barbs that wander in, you can see from far away, and can prepare for their coming and/or simply let your fortified sentry try to defend against them, so they don't get closer to your empire.
