Mayan UA is weaker than Portugal's, if that's what you mean. There's no question. But it doesn't have to be stronger, because it's balanced by OP UI.
When comparing civs, you have to compare the whole package (UA, UI, UB, UU), not just one part.
I will always prefer a UA that directly contributes to a victory to one that provides some utility. In that sense science boost is meaningful, but GG/GA not so much
Why should it matter ? Most of the time, it's not a good idea to instant bulb scientists in the midgame.
It's not uncommon to have 3-4k science per turn in the last era. UA that provides 10% of that is good, but not very exciting

In my last Korea game I wasn't even the tech leader. Another civ (most likely Ethiopia) entered the Renaissance before me. With Maya I'm consistently first to Renaissance, unless some bad luck happens.
