After the summer 2017 patch, I've had multiple occasions where I have popped a scientist and not gotten the correct number of eurekas. I've reloaded and waited a turn and had a similar issue.
Has anyone else seen this?
On emperor, I've found praetorians FAR more useful. It's all about the AI counters.

In addition to the obvious wastes of hammers: Walls, Castles, Bunkers
Drydocks: I never seem to have serious naval conflicts
Monuments: I'd rather chop a library, it doesn't expire, and I'm likely to build one anyway.
I'm a sucker for Creative, especially now, with the cheap libraries. I never seem to build spearmen.
My first warrior/scout always gets named Ted, and the first worker is always named Bob.
Bob has a much higher survival rate...
I believe you're also limited by which civics you are running.
So in order for the civic to show up
1.) They must have the tech
2.) They must not be running it
3.) You must be running it

This is basically my strategy every time I go up a level, after that first satisfying game where you beat a new level it just gets boring.
