The AI builds the normal resource development inside a city cross. If the ressource is outside any city's range but inside their cultural borders, they build a fort.
Honestly, I think there must be something wrong with the mapscript/on map generation. Because you basically rolled a 0 on an 11-sided-dice twice for each of the ressources you only got 1 of. And that is pretty unlikely. The iRandApp values should always produce at least a few of each of those...

I can't say for sure, but afair the ram that can be used by civ is limited anyway and the extra 4 gb would be of no or little use.
And for the processor: Since civ can't use multicores (as you noted yourself - one core takes most of the load) it would probably be better to use a powerful...
To be exact: Coastal tiles have 2, ocean tiles have 3 movement cost. Later units and a promotion have the ability to "ignore terrain movement cost" though, so that you can get the "standard" movement in later eras.
The "Elite Swordsman" quest needs fixing. It expires with the Medieval Era but
for the needed Swordman you need Guilds(which, I think, belongs to the Medieval Era). So it expires before you can even build them.
