    Dam and aqueduct should be considered for adjacent bonus for your industrial district. Think of it as a +2 product district when placed near a industrial tile.     I am ok with the top 5 and the bottom 20. It the others that I have problems with. Persia - Paridaeza is comparable to the sphinx but its ranked higher? I expect early game UI would be ranked high but did not expect district would be considered better than tile improvements.

    You do not need a great start to win on emperor. If you play on deity yes but emperor has a lot of leeway. Just remember this is a 4x game explore, expand, exploit, exterminate.     Dark Age better than Heroic Age?

    The dark age policies in mid-game give you a huge boost, during that time they are more powerful then a heroic age. E game is the only time I want to be in a heroic age. I find it hard to get into a dark age even if I try. Early game is the only time I get dark ages.
