I stayed in democracy and drafted every turn. It depebded on the size of the city. It had to be over 6. Communism is even more impressive it allows multiple draft per city. Once I obtained nationalism I never built another infantry unit. My worthless cities keep pumping them out.

MY game is crashing when an AI civ builds Universal Sufferage. The error in Civilzation.exe and the game crashes. This is a killer error. I cant continue the game beause of it. The error occurred in 1625 on the Monarch setting.

Why are you trying to provoke the AI. It does not matter who declares war. You reputation is affected when you break treaties within the 20 year period. Check your active treaties when you talk to the AI. If they are all expired you can declare war without it affecting you. Just watchout for...
The captured workers are less productive. They are about half as pructive as your own. I usually just add them to my cities to boost population and then use them to rush build.
