It's a good idea to include unions in some form or another. It would have to give something a hell of a lot better than a smiley per city to justify 25% production loss nationwide though heheh
Thanks for the reply, but nope there's no space at all where you could possibly fit a city. There's a number of cities around the area and in between all those cities there happens to be a few tiles that are not in actual working range of any cities.
And I'm really sure there's no city there...

I notice as well that they tend to start catching up but I usually cerdit that just to being able to research techs faster and faster from about the middle periods and onwards. Once you hit that stage you start to advance pretty quickly.
