It looks like warrior W or SW to see just a bit more. I don't see an alternative for the warrior move. 1W for settler gives us back 1 forest, but we lose the river connection if I'm reading the screenshot correctly. So that may mean an earlier focus on TW to get cities connected. My guess is...
Best advice you'll get here is to post the initial save and do a shadow game. Post the picture of the initial starting position. Wait for some feedback and then play a small turn set. Based on what I read, your first 50-100 turns are the issue.
It appears that there is coast line 2E of settler. I'm inclined to think that settling 1E for the hammer won't be that helpful if you have coast 2 tiles away. It is possible that it is an oasis. And Fippy's suggestion to move warrior 1SE will reveal whether it is ocean or an oasis.
Just got back to Turn 49 in my run through. Shaka settled in my direction making both the plains hill to the SE and the deer spot to the NE unusable until I kill that city that Shaka settled. So my third settler is heading to the cow city in the south.

I wouldn't say that I automatically went for fail gold. I would say that I looked at the options for that city and knew that I didn't need anything...
