    what is best civ?

    well it depends on what you mean if you want to be peaceful be greeks (indudtrious and scientific) because of the hoplites have a defences. If you want to wage wars, be a civ that is religious because if you have a democratic Gov, there is a revoulution you change it in one turn.

    RAZE or ANNEX. Which is better?

    I prefer to annex if it is well placed (near gold or some valuable resources) But if it is near an enemy border I raze and use the settler to move it
