Try to reload an autosave from two turns earlier and play again. Worked for me sometimes.
I experienced a similar bug with great persons that I put on skip turn inside a city with a garrisoned military unit.
My suspicion is it has to do with stacking units in cities...
I noticed that some natural wonders are not reflecting their real life terrain (eg mountains), but rather are marked as plains. For things like science adjacency bonuses and certain wonders, a correction to reflect the real life terrain would be nice.
We all know how important maps are in CIV6. They can be reproduced with seeds.
