That seems to just make the Mongols really weak; they would effectively have no UA.

I noticed the following strangeness with the "Public Infrastructure" policy under autocracy. The label calls it "Universal Healthcare" instead, and either way, I don't seem to be getting the advertised happiness bonus on the hospital.

It's a shame there isn't more created using the lore of FFH. The background is richly designed (even if it is a bit piecemeal). There's just so much potential.
I play a FFH2 game every now and then. I played Wildmana almost exclusively from the start (except to play FFH's scenarios) because of its stated focus on improving the AI.
