I often keep my military quite low, so when the AI delcalres war on me, I mobilize, build up a huge military, kick their @$$ and then stop building a military. Repeat if neccisary.

I'd go with an army. We'll never be able to build more armies if we don't use a leader for one. After we build our first army, we should use all subsequant leaders to build wonders. However, if we do go for a wonder, I think Sun Tzu's is by far the most important.
