I often keep my military quite low, so when the AI delcalres war on me, I mobilize, build up a huge military, kick their @$$ and then stop building a military. Repeat if neccisary.

I dont use it because by the time im in a modern war my cities produce a lot and i dont see it neccessary because it adds unhappiness to your empire.
