To clarify what Ginger Ale said, you get the gold even if they cannot afford to pay it, it's magic. If you really want to find out where the gold is coming from then get a save game editor (like the Civ3MultiTool) and open the game there. You can then inspect Russia's deals.

It depends. With a large land percentage I prefer Iroquois on lower levels and Greeks on higher levels. On water maps every seafaring civ trumps every non-seafaring civ, of these I prefer the English or Byzantines.
