How can I make two civilizations not negotiate during the entire scenario? I've seen this on other scenarios, such as a WW1 scenario where the French and the Germans couldn't talk. How can I do that?

Hi- I've seen lots of scenarios where the cheat options have been deactivated by the author. In example, I will try to activate the cheat options and all I get is "No, You cant cheat on this scenario :p". How can I do this with the scenario I am creating, so nobody can edit my work and put it up...
